Dear Miss Thorson:

	\$1200 was what was agreed with Naomi Feigenbaum, and it was
explained in advance how I was going to travel.  The IREX booklet you sent
me says nothing about the situation in which the trip is combined with one
paid by other sources, in this case a French company whom I cannot
legitimately ask to pay for the additional costs of a trip to Moscow
and which has no reason to prefer travel on Pan Am.

	It was dishonest of you to reimburse for only \$600.  Oh well,
dishonest institutions are a dime a dozen, and I shall avoid you in the
future.

	Dishonest institutions cannot avoid blame by hiding behind their
bureaucratic regulations, especially when the their application is decided
ad hoc.  If I were in New Jersey, I'd sue you in Small Claims Court.
